In its latest rankings, the World Bank has promoted the Russian economy to the top income category from its previous status as upper-middle income economy. The income classification of countries, which is updated every July 1 by the World Bank, is based on the gross national income (GNI) per capita of the previous calendar year. GNI measures are expressed in United States dollars using conversion factors derived according to the Atlas method. As per the World Bank, economic activity in Russia was influenced by a large increase in military related activity in 2023, while growth was also boosted by a rebound in trade (+6.8%), the financial sector (+8.7%), and construction (+6.6%). These factors led to increases in both real (3.6%) and nominal (10.9%) GDP, and Russia’s Atlas GNI per capita grew by 11.2%.
Growing Government Support for Domestic Production
The Russian government has implemented policies to strengthen local manufacturing, including subsidies, tax incentives, and investments aimed at reducing dependency on imports and enhancing domestic production capabilities. For instance, the textile industry is regulated in Russia by the Strategy for the Development of the Manufacturing Sector up to 2024 and until 2035. The key objective of the consumer goods industry development is to ensure the sustainability and resilience of the industry while integrating into the global economy. According to the Export Promotion Bureau (EPB) data, during the July-September period of 2023, the garments export to Russia increased by 45.65 percent to $42.3 million. It is also known that among these products, the shipment of oven garments has increased by 48 percent to $13.86 million and knitwear has increased by 44.53 percent to $28.44 million.
